Prohibits the Metropolitan Council from using eminent domain unless specifically authorized by separate legislation for a particular project.

Prevents the Council from acquiring property from any entity that used eminent domain to acquire that property within the ten years prior to the proposed transfer.

Removes condemnation proceedings as an acquisition method for transit systems, limiting acquisitions to purchase, lease, or gift.

Eliminates condemnation authority for acquiring lands and easements for transportation purposes and wastewater facilities.

Applies only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
