Declares all United States Environmental Protection Agency regulations null and void in Minnesota, stating the EPA's regulatory authority violates the U.S. Constitution and was not authorized by the founders and ratifiers.

Directs the Minnesota legislature to adopt and enact measures necessary to prevent enforcement of EPA regulations that are not specifically authorized by Congress or adopted by the state legislature.

Rejects EPA regulations as invalid and of no force or effect within the state of Minnesota.

Becomes effective the day following final enactment.
