Eliminates the "voluntary relationship" defense for unmarried cohabitating couples in criminal sexual conduct cases, effective August 1, 2014.

Limits the spousal exemption to cases where the complainant is the actor's legal spouse, removing the exception for couples living apart with filed separation or dissolution proceedings.

Clarifies that the mental impairment definition does not prohibit voluntary sexual relationships between mentally impaired persons when reasoned consent exists.

Removes the marital status requirement from the special transportation services provision, allowing prosecution regardless of whether the complainant is married to the actor.

Applies all amendments retroactively to crimes committed on or after August 1, 2014.
