Expands medical professionals who can certify medically necessary equipment needs to include physician's assistants, nurse practitioners, and registered nurses (in addition to medical doctors).

Removes the requirement that customers with medically necessary equipment must enter into a payment agreement to receive service reconnection or continuation.

Allows initial certification by telephone with written certification required within five business days, rather than requiring written certification from the outset.

Limits medical certifications to six months, but allows utilities discretion to extend certifications up to 12 months based on individual customer circumstances.

Requires utilities to work with customers in arrears to negotiate payment agreements that consider financial circumstances and household conditions, with optional utility discretion to forgive all or part of the arrears.
