Modifies the distribution of taconite production taxes for 2008, allocating 11.4 cents per ton to a special fund through Minnesota Statutes section 298.28, subdivision 6.

Directs St. Louis County to distribute funds to 12 specific recipients including Hibbing Economic Development Authority (2 cents per ton), four school districts (1 cent per ton total), and various cities and townships for infrastructure and economic development projects.

Changes the city of Aitkin's allocation from "sewer and water for housing" to "economic development" projects (0.65 cents per ton).

Requires the city of Aitkin to release all funds received under this section to St. Louis County as fiscal agent by July 1, 2014.

Takes effect the day following final enactment and supersedes any conflicting distribution provisions in 2008 H.F. No. 1812.
