Authorizes the Commissioner of Public Safety through the Division of Fire Marshal to promulgate a State Fire Code and amendments in accordance with the Administrative Procedure Act, conforming to model fire codes generally accepted in the United States.

Defines "fire protection feature" to include fire separation walls, fire safety adequacy, egress protection, elevator fire service, fire sprinkler systems, standpipe systems, extinguishing systems, and alarm systems.

Removes fire protection from the State Building Code's scope and transfers enforcement of fire protection system plan review and inspection to the state fire marshal under chapter 299M, with fire sprinkler permit fees deducted from commissioner permits and paid to the fire marshal or municipalities.

Requires the Commissioner of Public Safety to consult with and follow recommendations of the state fire marshal when adopting rules related to fire protection features.

Adds exemption allowing existing school buildings undergoing remodeling, renovation, alterations, or additions to waive height and area building code requirements when protected throughout with automatic fire sprinkler systems.
