Establishes three or four state rail safety inspector positions in the Minnesota Department of Transportation's Office of Freight and Commercial Vehicle Operations to inspect track, right-of-way, bridges, crossings, and railroad security measures.

Authorizes state rail safety inspectors to obtain federal certification through the Federal Railroad Administration's State Rail Safety Participation Program in disciplines including track, signals, hazardous materials, and highway-rail grade crossings.

Requires the commissioner of transportation to conduct a study on highway-rail grade crossing improvements for oil and hazardous materials transport, with an interim update by August 31, 2014, and final report by October 31, 2014.

Appropriates $5,000,000 in fiscal year 2015 from the general fund for development and implementation of safety improvements at highway-rail grade crossings along corridors transporting oil or hazardous materials.

Establishes a special revenue account for state rail safety inspection funded by annual assessments on Class I railroads operating in Minnesota, divided based on route miles operated in the state.
