Clarifies that the additional $1 surcharge in the Second Judicial District (Ramsey County) applies only to criminal and traffic offenses, not parking violations.

Adds explicit language that surcharges do not apply to violations of laws and ordinances related to vehicle parking or administrative citations.

Effective date is July 1, 2014, applying to violations committed on or after that date.
