Authorizes the school boards of Independent School District Nos. 152 (Moorhead) and 2164 (Dilworth-Glyndon-Felton) to voluntarily realign their shared district boundaries.

Requires each school board to publish notice of a public meeting at least 30 days in advance with a general description of affected lands and the proposed realignment date.

Mandates that each school board hold a public meeting allowing public testimony, and property owners in the affected area must receive mailed notice at least 30 days before the meeting.

Allows both school boards to mutually adopt a written resolution by December 31, 2014, specifying the realigned property, effective date, and how existing bonded indebtedness will be assigned.

Requires school boards to provide the adopted resolution to the county auditor and Minnesota Department of Education, with the county auditor responsible for notifying affected property owners.
