Establishes a mileage-based user fee pilot program under the commissioner of transportation to develop a feasible statewide system in Minnesota.

Pilot program must build on previous Minnesota research including the Mileage-Based User Fee Task Force report and Minnesota Road Fee Test, and demonstrate technical approaches for hardware, data management, and fee collection.

Commissioner may establish an advisory panel, enter agreements with other states or private entities, and develop recommendations and implementation plans for a statewide mileage-based user fee system.

Classifies participant data including names, vehicle identification, financial data, and road usage data as nonpublic or private; restricts disclosure to law enforcement only with a valid search warrant.

Requires the commissioner to submit a legislative report by December 1, 2016 summarizing the pilot program, system design options, and key findings; appropriates funds from the highway user tax distribution fund for fiscal years 2015 to 2017.
