Establishes maximum caseload limits for special education teachers and related service providers, defined as the number of pupils with disabilities assigned to serve as IEP case managers.

Sets caseload caps at 16 pupils maximum for kindergarten through grade 6 and 21 pupils maximum for grades 7 through 12, regardless of the percentage of instructional day students receive special education.

Directs the Commissioner of Education to investigate violations and assess noncomplying school districts a penalty of $1,000 per violation.

Allows the Commissioner to grant variances for up to 90 days (or longer with approval) upon good cause shown, with authority to establish criteria for variance approval and requirement to report annually on all variances granted.

Becomes effective for the 2014-2015 school year and thereafter.
