Removes study and planning restrictions from the Metropolitan Council's prohibitions on the Dan Patch commuter rail line between Northfield and Minneapolis, leaving only prohibitions on preliminary engineering, final design, and construction.

Requires the Metropolitan Council to remove all references to the Dan Patch commuter rail line from future revisions to its transportation development guide and regional transit master plan, except for historical references.

Prohibits the Commissioner of Transportation from expending money on study, planning, preliminary engineering, final design, or construction for the Dan Patch commuter rail line and requires removal of references from state transportation and commuter rail system plans.

Prohibits regional rail authorities located in a city of the first class from spending money on study or planning for the Dan Patch commuter rail line.

Prohibits all regional rail authorities from spending money on preliminary engineering, final design, or construction for the Dan Patch commuter rail line.
