Deposits rental motor vehicle tax revenues collected under Minnesota Statutes section 297A.64, subdivision 1, to the trunk highway fund for fiscal years 2014-2016, with $1,400,000 allocated in fiscal year 2014, up to $23,600,000 in fiscal year 2015, and the remaining amount needed to reach $25,000,000 total in fiscal year 2016.

Requires the Commissioner of Transportation to modify the Interstate Highway 494 rehabilitation project by replacing planned dynamic shoulder lanes with an additional general purpose lane in each direction for the entire segment from Trunk Highway 55 to East Fish Lake Road.

Appropriates amounts deposited in the trunk highway fund to the Commissioner of Transportation for the I-494 rehabilitation project as onetime appropriations available for five years after the year of appropriation.

Returns rental motor vehicle tax revenues to the general fund beginning in fiscal year 2017 and thereafter.
