Establishes a special freight distribution permit for six-axle vehicles with maximum gross weight of 90,000 pounds (99,000 pounds during seasonal periods) with a $300 annual permit fee.

Establishes a special freight distribution permit for seven-axle vehicles with maximum gross weight of 97,000 pounds (99,000 pounds during seasonal periods) with a $500 annual permit fee.

Permits apply only to freight hauled to or from distribution facilities constructed after July 1, 2013 and located in Department of Transportation District 4.

Deposits permit revenues into the bridge inspection and signing account.

Amends Criminal Apprehension appropriations including funding for DWI lab analysis ($1,941,000 annually from trunk highway fund), criminal history system replacement ($50,000-$580,000 from general fund; $2,000,000-$3,000,000 from special revenue), crime reporting system ($1,360,000 annually from general fund), forensic laboratory equipment and staffing ($325,000-$400,000 annually), and Livescan fingerprinting maintenance ($310,000-$389,000).

Requires the commissioner of public safety to report to legislature if vehicle services special revenue account balance exceeds 50 percent of previous fiscal year expenditures, with recommendations for reducing the fund balance.
