Establishes a Legislative Salary Council with one member from each congressional district appointed by the chief justice of the Supreme Court and one member appointed by the governor, with membership balanced between the two largest political parties.

Council members cannot be current or former legislators, spouses of current legislators, registered lobbyists, current legislature employees, judges, or statewide elected officials; members serve four-year terms with a two-term limit.

Council must prescribe legislator salaries by March 31 of each odd-numbered year, effective July 1, considering other legislative compensation and budget forecasts, and must submit a report explaining the rationale for prescribed salaries.

Modifies the proposed constitutional amendment to remove legislators' power to set their own salaries by adding restrictions on council membership eligibility (judges, statewide officials, legislative employees) and repealing any salary increases authorized after January 5, 2015.

Changes the constitutional amendment ballot language from "legislators' ability" to "state lawmakers' power" and establishes "Remove Lawmakers' Power to Set Their Own Pay" as the official title for the ballot question.
