Effective October 1, 2014, the commissioner shall adjust nursing facility operating payment rates to cover additional costs related to purchasing health coverage compliant with the federal Affordable Care Act and associated administrative costs.

Nursing facilities must submit documentation of health coverage costs to the commissioner in the form and manner specified.

Effective January 1, 2015, the commissioner shall adjust reimbursement rates, grants, and allocations for 26 categories of home and community-based service providers to cover costs of purchasing compliant health coverage and administrative expenses.

Managed care and county-based purchasing plans must include rate increases in payments to providers, with capitation rates adjusted to reflect the increase for the period beginning January 1, 2015.

Counties must increase budgets for consumer-directed community supports recipients by the amounts determined under the rate adjustment provision on the effective date.
