Requires debt collection agencies and individual debt collectors to maintain records when contacting alleged or suspected debtors, including the debtor's name and contact information, and whether the debtor acknowledged or denied the debt.

Mandates that upon contract termination between a debt collection agency and creditor, the agency must provide its contact records and debtor information to the creditor or assignee in writing within 30 days.

Prohibits subsequent collection agencies retained by a creditor from requesting, demanding, or requiring an alleged debtor to again acknowledge or deny a debt that was previously contacted about.

Adds these record-keeping requirements to Minnesota's existing prohibited debt collection practices under section 332.37.

Effective date is August 1, 2014, for all contacts with alleged debtors occurring on or after that date.
