Expands location equity revenue eligibility from the seven-county metropolitan area to any Minnesota counties in the Minneapolis-St. Paul-Bloomington, MN-WI Metropolitan Statistical Area as defined by the 2010 Census Bureau and February 2013 federal Office of Management and Budget delineation.

Maintains location equity revenue at $424 per adjusted pupil unit for eligible school districts within the expanded metropolitan area.

Keeps location equity revenue at $212 per adjusted pupil unit for all other school districts with more than 2,000 pupils in adjusted average daily membership.

Allows school districts to elect non-participation through board vote prior to September 1, with notice to the commissioner specifying affected fiscal years.

Effective for revenue in fiscal year 2015 and later.
