Lowers the disability rating threshold for disabled veteran preference in competitive open examinations to 30 percent or greater service-connected disability (previously unspecified), as adjudicated by the U.S. Veterans Administration or armed forces retirement board.

Lowers the disability rating threshold for disabled veteran preference in competitive promotional examinations from 50 percent to 30 percent or more service-connected disability rated as permanent.
