Defines "fair market value" for park dedication fees as the value determined by the municipality annually based on tax valuation or other relevant data, with provisions for negotiation or independent appraisal if the applicant objects.

Modifies Minneapolis Park and Recreation Board authority to impose dedication fees on new housing units and commercial/industrial development by requiring fees be imposed "in conjunction with the construction permit" rather than on the land itself.

Allows municipalities to set dedication cash fees at a flat fee rate per net new residential unit and permits the use of fair market value for redevelopment on developed land.

Requires Minneapolis dedication fee ordinances to exclude housing owned or constructed by targeted group businesses and veteran-owned small businesses from paying fees or dedicating land.

Prohibits park land acquired or developed with Minneapolis dedication fees from being located within 1,500 feet of residences of risk level III predatory offenders.
