Appropriates $15,000,000 from bond proceeds to the commissioner of transportation for capital improvements and betterments for high-speed intercity passenger rail service between Minneapolis/St. Paul and Rochester.

Eligible capital improvements include preliminary engineering, design, environmental analysis and mitigation, station development studies, land and right-of-way acquisition, and construction.

Funds are not available until the commissioner determines that federal sources have committed at least one-third of the appropriated amount.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to fund this appropriation.

Project may be completed in phases with multiple state appropriations rather than requiring completion with a single appropriation.
