Modifies the cost of attendance calculation for the Minnesota GI Bill program by removing the detailed list of specific federal military and veterans educational benefits that must be subtracted.

Changes the requirement to subtract "any federal military or veterans educational benefits paid to the institution" rather than enumerating specific programs like the Montgomery GI Bill, GI Bill Kicker, and federal tuition assistance.

Maintains existing exceptions for veterans disability payments from the U.S. Veterans Administration and payments made under the Veterans Retraining Assistance Program (VRAP).

Preserves benefit caps: $1,000 per semester for full-time students, $3,000 per fiscal year, and $10,000 lifetime maximum; part-time students capped at $500 per semester.

Takes effect for awards issued in the 2014-2015 academic year and thereafter.
