Removes members of the legislature from the Compensation Council's authority to recommend compensation, limiting its scope to constitutional officers, judges, and agency heads.

Eliminates requirement for council to submit salary recommendations for legislators to the speaker and senate president by March 15 in odd-numbered years.

Removes the provision that legislative compensation recommendations are subject to terms that may be adopted under statute section 3.099.

Deletes specific criteria the council must consider when making legislative compensation recommendations, including legislative session length and interim work periods.

Changes are effective the day following final enactment.
