Creates the Legislative Health Care Workforce Commission to study and recommend ways to strengthen the healthcare workforce in Minnesota.

Commission consists of 10 members total: five senators appointed by the Subcommittee on Committees and five representatives appointed by the speaker of the house, with three majority party and two minority party members from each chamber.

Commission must submit a report to the legislature by December 31, 2014, addressing current and anticipated healthcare workforce shortages by provider type and geography, evaluating existing workforce incentives, studying alternative incentives, and identifying barriers to primary care workforce development.

State commissioners of health, human services, commerce, and other agencies must provide technical support and assistance to the commission upon request, and the commission may establish subcommittees.

Commission expires on January 1, 2015.
