Amends the definition of "qualified facility" under Minnesota's landfill cleanup law (Minnesota Statutes 2012, section 115B.39, subdivision 2)

Adds a new category of qualified facilities: mixed municipal solid waste disposal facilities that stopped accepting waste by January 1, 2015, and are located in counties meeting all recycling goals under section 115A.551

Requires counties in this new category to have arranged for all mixed municipal solid waste to be delivered to and processed by a resource recovery facility located within the county for at least 20 years

Clarifies existing definitions related to landfill closure, corrective action, environmental response actions, and environmental response costs

Effective the day following final enactment
