Changes bicycle roadway positioning requirement from "as close as practicable to the right-hand curb or edge" to "ride in the right-hand lane then available for traffic"

Expands the unsafe condition exception to include "other conditions that in the judgment of the cyclist make it unsafe to continue in the right-hand lane"

Allows bicyclists to ride in the left-hand portion of a dedicated right-turn lane when approaching an intersection with right turns permitted, regardless of whether the bicyclist intends to turn right
