Modifies the composition of the Metropolitan Council nominating committee from seven members appointed entirely by the governor to a committee with three local elected officials appointed by Metro Cities, one county commissioner appointed by the Association of Minnesota Counties, and three appointed by the governor.

Requires the nominating committee to conduct public meetings in or near the applicable district to accept statements from applicants and nominees and gather public and local elected official input before submitting a list of nominees to the governor.

Maintains the governor's authority to consult with state legislators from the council district and the requirement for senate advice and consent before making appointments to the council.

Applies to the seven-county metropolitan area consisting of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
