Authorizes the Minnesota Office of Higher Education to participate in interstate reciprocity agreements regarding postsecondary distance education with similar agencies in other states, if determined to be in the best interest of Minnesota students.

Adds new responsibility to the Office of Higher Education to determine whether to enter into interstate reciprocity agreements for postsecondary distance education.

Exempts institutions from Minnesota state authorization requirements (sections 136A.61 to 136A.71) if they are approved participants in an interstate reciprocity agreement, located in a participating state, and comply with agreement terms.

Requires participating institutions to be approved by their home state and other oversight entities of the interstate reciprocity agreement before receiving exemption from Minnesota authorization provisions.
