Higher education research facilities receiving public money must offer dogs and cats to animal rescue organizations before destroying them for non-research purposes.

Facilities collaborating with higher education institutions on research involving confined dogs or cats are subject to the same requirement to offer animals to rescue organizations before destruction.

Facilities may enter into agreements with animal rescue organizations for protection and are granted civil liability immunity when acting in good faith.

"Animal rescue organization" is defined as a nonprofit organization established to rescue animals and place them in permanent adoptive homes.
