Targets job creation for chronically unemployed adults, particularly those experiencing homelessness or at risk of incarceration, while reducing construction and demolition waste sent to landfills.

Appropriates $2,000,000 in fiscal year 2015 to the commissioner of employment and economic development for the pilot program grant, available until expended.

Appropriates $250,000 in fiscal year 2015 to the Pollution Control Agency commissioner to develop incentives and community outreach promoting deconstruction over demolition.
