Increases operating payment rates for all ICF/DD facilities effective July 1, 2014, if House File No. 92 is enacted by that date.

Rate increase amount determined by the commissioner to cover direct costs of wage increases and associated expenses including FICA, Medicare taxes, employer-sponsored retirement plans, unemployment insurance, and workers' compensation.

Requires facilities to submit applications within six months of the effective date with employee wage statements for the pay period including April 1, 2014, and documentation of exact costs incurred.

Rate increase applied per occupied bed using a percentage multiplied by total payment rate (excluding property-related payment rate).

Directs the commissioner to increase wage values in the disability waiver rates system to match either Minnesota's minimum wage or the federal minimum wage, whichever is higher.
