Amends Minnesota Statutes section 297A.61, subdivision 4 to clarify that installation of fiber optic and communication cable in buildings is classified as a retail sale, not an improvement to real property.

Defines "fiber optic and communication cable" as cable required to be removed from abandoned buildings under the most recent edition of the National Electrical Code, as adopted by the National Fire Protection Association, Inc. and approved by the National Standards Institute.

Effective for all sales and purchases made after June 30, 2014.
