Changes references from "Commission for the Accreditation of Birth Centers (CABC)" to "American Association of Birth Centers (AABC)" throughout the statute.

Replaces the requirement for CABC accreditation with a requirement that birth centers be in "substantial compliance with AABC standards" for licensure eligibility.

Adds a new annual inspection requirement for the commissioner of health to verify licensed birth centers maintain substantial compliance with AABC standards.

Removes the requirement for birth centers to submit accreditation materials to the commissioner and the requirement to notify the commissioner of loss of accreditation.

Requires the commissioner to report to the legislature by January 15, 2014 on the quality of care and outcomes at licensed birth centers, including maternal and newborn outcomes and transfer rates to other facilities.
