Defines the I-494 rehabilitation project as reconstruction of marked Interstate Highway 494, bridge maintenance from I-394 to I-94/694 interchanges, and establishment of dynamic shoulder lanes from Trunk Highway 55 to East Fish Lake Road overpass.

Appropriates an amount from the trunk highway fund to the commissioner of transportation to cover increased costs resulting from the project requirements in this section.

Requires the commissioner of transportation to replace the planned dynamic shoulder lanes with an additional general purpose lane in each direction of travel for the entire planned dynamic shoulder lane segment.

Directs the commissioner to submit a summary of appropriated funds and their uses to legislative committees with jurisdiction over transportation policy and finance following substantial completion of the project.
