Prohibits public employers from purchasing, furnishing, or requiring employees to wear uniforms, apparel, safety equipment, or protective accessories that are not manufactured in the United States of America

Requires preference be given to manufacturers paying average annual income (wages and benefits) equal to at least 150 percent of the federal poverty guideline for a family of four

Allows exceptions when similar American-made items are unavailable or when the lowest-priced American-made version costs more than 150 percent of the lowest-priced foreign-made version

Requires all uniforms and equipment be purchased from manufacturers in compliance with the International Labor Organization's 1998 Declaration on Fundamental Principles and Rights at Work

Applies to counties, cities, towns, school districts, public universities, fire departments, state agencies, and other public entities

Takes effect January 1, 2015, or upon expiration of existing contracts entered before June 1, 2014, whichever is later
