Increases appropriation for State Road Construction from $909,400,000 to $934,400,000 in fiscal year 2014, with corresponding increase in Highway User Taxes funding from $420,200,000 to $445,200,000.

Maintains State Road Construction appropriation of $815,600,000 for fiscal year 2015, with Federal Highway Aid of $482,200,000 and Highway User Taxes of $333,400,000.

Establishes base appropriation of $645,000,000 annually for state road construction in fiscal years 2016 and 2017.

Allocates $10,000,000 annually for transportation economic development program and permits transfer of up to $15,000,000 each year to transportation revolving loan fund.

Provides appropriations for operations and maintenance ($262,395,000), program planning and delivery ($206,720,000), highway debt service ($158,417,000 in fiscal year 2014 and $189,821,000 in fiscal year 2015), and electronic communications ($5,171,000 annually).
