Grants service credit to Teachers Retirement Association members for prior or uncredited military service without requiring payment, eliminating the previous purchase requirement.

Applies to teachers with at least three years of allowable service credit who served in the U.S. armed forces before becoming a teacher or who failed to obtain credit for military leave of absence.

Prohibits service credit grants if the teacher received a dishonorable discharge, bad conduct discharge, or other than honorable discharge, or if they already received service credit for the same period from another Minnesota public employee pension plan.

Requires teachers to apply to the executive director with documentation and written permission to verify eligibility, and grants service credit upon verification rather than upon payment receipt.

Effective immediately upon enactment with retroactive refunds required for teachers who previously purchased military service credit under the old payment-based system.
