Prohibits public employers from purchasing, furnishing, or requiring employees to wear uniforms, apparel, safety equipment, or protective accessories that are not manufactured in the United States.

Requires preference be given to manufacturers whose employees earn average annual income (wages and benefits) equal to at least 150 percent of the federal poverty guideline for a family of four.

Defines "public employer" to include counties, cities, towns, school districts, the University of Minnesota, Minnesota State Colleges and Universities, state agencies, and other political subdivisions.

Allows exceptions when similar items are not manufactured or available for purchase in the United States.

Takes effect January 1, 2015, or upon expiration of existing contracts entered into before June 1, 2014, whichever is later.
