Amends Minnesota Statutes section 16A.152, subdivision 2 to establish a new priority for allocating positive unrestricted general fund balances.

Adds reimbursement to the health care access fund as the fourth priority allocation, requiring repayment of all transfers and appropriations made from that fund to the general fund for fiscal years 2014 and 2015 related to medical assistance expansion for adults without children and children.

Renumbers existing priorities (4), (5), and (6) to become (5), (6), and (7) respectively to accommodate the new health care access fund reimbursement requirement.

Requires the commissioner of management and budget to allocate funds within two weeks after a forecast is released, and applies the effective date of July 1, 2015.
