Amends wireless communications device reporting requirements to add "repair and refurbishment" language for manufacturers in addition to CMRS providers and retailers.

Increases maximum number of bingo occasions per week from two to five for nursing homes, senior housing projects, and senior citizen organizations, and permits residents' guests to participate.

Modifies Lewis and Clark Joint Powers Board debt service aid calculation to require certification of federal aid allocated to the project and clarifies treatment of excess federal aid deductions in subsequent years.

Establishes effective dates for each corrected provision to coincide with the original enactment of the sections being amended.
