Updates penalties for firearm violations to reference "without a permit" alongside "under the provisions of a permit" in suspension and revocation provisions.

Creates new misdemeanor offense for public officials who arrest, detain, harass, or wrongfully deny/suspend/revoke firearm permits without just cause, with personal liability for attorney fees and court costs.

Repeals provisions of Minnesota Statutes section 624.714 relating to permit requirements and conditions, effective August 1, 2014.
