Allows the Centennial Volunteer Firefighters Relief Association to continue providing service pension and ancillary retirement benefits to firefighters of a city that withdraws from the Centennial Fire Department joint powers agreement, subject to board of trustees approval.

Requires service credit, vesting eligibility, and pension computations to treat the post-withdrawal period as a continuation of the pre-withdrawal period for affected firefighters.

Mandates that all fire state aid and police and fire supplemental retirement state aid received by cities under the joint powers agreement be deposited into the relief association.

Establishes board of trustees composition with alternating fire chief positions between the withdrawing city and the joint powers department, and allocates municipal levy obligations proportionally based on state aid received by each city.

Takes effect upon timely compliance with Minnesota Statutes section 645.021 by the governing bodies and chief clerical officers of Centerville, Circle Pines, and Lino Lakes.
