Modifies wetland replacement requirements by changing mining reclamation plans to require board approval instead of commissioner approval, and applies the same replacement principles to mining projects as other mitigation plans.

Establishes an in-lieu fee program allowing developers to pay fees to governmental or nonprofit entities for wetland restoration, establishment, enhancement, or preservation as an alternative to direct replacement.

Reduces wetland drainage exemption thresholds for utilities and public works projects from one-half acre to 10,000-2,000 square feet depending on bank service area, with stricter limits in the 11-county metropolitan area.

Requires de minimis exemptions to apply only to non-rare wetland types, eliminating exemptions for impacts to rich fens, cedar and tamarack swamps, and wetlands in state-designated biodiversity areas.

Mandates preconstruction notice to local government units at least ten days before conducting exempt wetland activities, and creates an online wetland replacement tracking system to be operational by January 1, 2015.
