Allows severe weather spotters to operate motor vehicles equipped with up to two green identification lights while parked and performing official duties.

Green identification lights may be solid, flashing, oscillating, alternating, or rotating, and must meet commissioner of public safety requirements under section 169.65.

Requires severe weather spotters to carry an identification light certificate issued by a sheriff or chief of police upon completion of National Weather Service training or recognized severe weather identification organization training.

Directs the commissioner of public safety to establish a standard identification light certificate for severe weather spotters.

Amends flashing light prohibitions in Minnesota Statutes section 169.64 to clarify exceptions and update regulatory language.
