Authorizes the issuance of a Purple Heart designation on Minnesota driver's licenses and identification cards to eligible applicants upon request and payment of a required fee.

Purple Heart designation applicants must meet the requirements for a special combat wounded license plate under Minnesota Statutes section 168.123, subdivision 2, paragraph (e).

Grants free annual or daily state park permits to motor vehicles operated by holders of driver's licenses or identification cards bearing the Purple Heart designation, effective January 1, 2016.

Requires the Department of Public Safety to consult with interested groups on the design of the Purple Heart designation.

Applies to applications submitted on or after January 1, 2016, or the date relevant driver and vehicle services information technology system modules are implemented, whichever is later.
