Adds "clinic" to the definition of health care providers under Minnesota health plan contracting law (effective July 1, 2014).

Increases advance notice requirement for contract amendments from 45 days to 165 days prior to the effective date of proposed changes.

Requires health plan companies to provide fee schedules no later than 165 days before the next contract year's effective date, rather than upon request.

Allows providers to terminate contracts before amendments become effective when fee schedules are altered or contractual policies are materially changed.

All changes apply to contracts entered into, renewed, or amended on or after July 1, 2014.
