Declares that all federal acts, laws, orders, rules, and regulations regarding personal firearms, firearm accessories, and ammunition that violate the Second Amendment are invalid and null and void in Minnesota.

Prohibits state agencies, political subdivisions, employees, and service providers from enforcing federal firearms regulations or providing material support, participation, or assistance to federal agencies enforcing such regulations within state boundaries.

Denies state funding to political subdivisions that adopt rules, ordinances, or policies violating the prohibition, effective the fiscal year following a final judicial determination of intentional violation.

Mandates that state agents or employees who knowingly violate the prohibitions are deemed to have resigned and become ineligible to hold any paid or unpaid position with the state.

Prohibits corporations or service providers that violate the prohibitions from acting on behalf of or providing services to the state or its political subdivisions.
