Requires each major political party to nominate one presidential elector from each congressional district and two presidential electors statewide.

Directs the State Canvassing Board to count votes separately by congressional district and statewide, with district vote totals determining district electors and statewide totals determining at-large electors.

Requires district electors to vote for the presidential and vice-presidential candidates who won their congressional district, and at-large electors to vote for the candidates who won statewide.

Invalidates an elector's vote if they fail to vote for their party's designated candidates, with an alternate elector chosen by lot to cast the ballot instead.

Requires party chairs to certify whether each nominated elector is at-large or representing a specific congressional district at least 71 days before the general election.
