Amends Minnesota Statutes section 115.55, subdivision 3, to modify state permit requirements for subsurface sewage treatment systems at certain campgrounds.

Exempts existing subsurface sewage treatment facilities at seasonal campgrounds operating 180 days or less per year from requiring a state disposal system permit.

Exemption does not apply if the facility's average maximum seven-day measured flow exceeds 10,000 gallons per day.

Requires state agency to adopt rules addressing definitions of redoximorphic features, interpretation of soil features, and procedures for resolving professional disagreements on periodically saturated soils.
