Eliminates MNsure exemptions from chapter 16E (Office of MN.IT Services provisions) by striking former subdivision (g) that listed specific exempted sections.

Requires MNsure to undergo annual legislative auditor reviews with MNsure paying all audit costs, including examiner salaries, deposited into the general fund.

Mandates MNsure board and personnel comply with ethics laws (sections 10A.07, 10A.09, and 10A.071) and defines board decisions as "administrative actions" under ethics law.

MNsure remains exempt from most procurement rules in chapters 14, 16B, and 16C but must implement open and competitive procurement policies in consultation with the commissioner of administration.

Board meetings must follow open meeting law in chapter 13D with limited exceptions for compensation negotiations, contract strategy, and protected data discussions.
